The craft is a specific motion: take the judgment that lives in one or two senior people, encode it into tooling, and train the team that stays to run it. I have run that motion before, at scale, under government rules. Not in defense, but in K-12 regulated finance: a state scholarship program where regulated funds move only after verification and the state ratifies the documentation. Different program office. Same discipline. The principles that guide the work:
Skill can be hired. Character has to be decided in advance and proven when it costs something. Where the mission and the taxpayer's dollar are at stake, it is the entry requirement, not a bonus.
Be the alternative your customer would pick again this afternoon, full and open. Win the recompete before it exists.
Every claim carries its receipt. If the work cannot point to an artifact, a metric, or a visible outcome, it is not yet a claim.
Most losing proposals were lost at the decision to chase them. Size every pursuit to be survivable and worth its lesson. A disciplined no-bid protects the bids that deserve everything.
Map how your senior people decide. Encode it. Train the expert you designate to run it. That is the whole practice.
